Fees & Charges Policy

Fees listed below in the Fees Schedule are for QLD training only and are current as at July 2017. For information on NSW training fees you will need to visit the Smart and Skilled Fee Calculator via this link https://smartandskilled.nsw.gov.au/are-you-eligible. Kool Kids Training College is unable to provide the course for which the original offer was made Full refund
  1. If Kool Kids Training College receives fees paid in arrears then the refund policy is not applicable.
  2. The refund policy and procedures applies to those students who pay their fees in advance
  3. Tuition fees and application fees to be refunded in full if:
    • The course does not start on the agreed starting date
    • The course stops being provided after it starts but before it's completed.
    • The course is not provided fully to the student because the college has a sanction imposed on it by a government regulator.
  4. Refunds under the above conditions are paid in full to the student within 14 working days.
  5. In making a contract to enrol in a course at Kool Kids Training College the applicant acknowledges the following:
    • That the information provided by the applicant in their application is complete and correct.
    • Agrees to be bound by Kool Kids Training College‘s rules and regulations and any amendments made to the rules and regulations.
    • Agrees to undertake a testing requirement prior to any course entry, if deemed necessary by Kool Kids Training College.
    • Agrees to pay all fees required on or before the due date as notified in writing by Kool Kids Training College or as per the invoice.
    • Kool Kids Training College will access these fees in accordance with the procedures established by the State Government and the Australian Department of Employment, Education and Workplace Relations (DEEWR).
    • Kool Kids Training College reserves the right to accept or reject any application for enrolment at its discretion.
    • Kool Kids Training College reserves the right to cancel any course prior to the commencement date of the course should it be deemed necessary and in that event, shall refund all payments received from the applicant.
    • Refunds are made in accordance with the policy below and full refunds of amounts owed to the student are made within 14 working days.
  6. Should a student cancel their own enrolment then they may be entitled to a full refund (less the enrolment fee). They must apply in writing to the CEO, Kool Kids Training College (with supporting documentation) providing the following criterion is met:
    • Fees and charges have been paid in full before the commencement of the training and the cancellation occurs during the enrolment period.
  7. The following table outlines reasons why a refund may be requested and the amount of tuition fees that are refunded to the student by Kool Kids Training College.
  8. Process for making application for refund is as follows:
    1. Student must make application for refund in writing using the Application for refund form to the CEO outlining the reasons for requesting the refund.
    2. Refund requests for full or partial refunds must:
      • set out the reasons for the request; and
      • be accompanied by supporting documents as may be appropriate; and
    3. Information provided by the student on the Refunds Application Form must include:
      • date of the claim
      • full name of student
      • course in which the student was enrolled
      • basis for making the claim
      • amount claimed
      • address to which the refund is to be forward
      • student’s payment details
      • student’s signature; and
      • all documents relevant to consideration of the claim

A refund is provided in accordance with Kool Kids Training College Refund policy.

Fees are current as of July 2017. All fees can be found on the Fees Schedule and are subject to change with 28 days notification via the website.. Fees can be paid in instalments based on our fee schedule below.

Please refer to the fee calculation sheet presented upon enrolment. Payment is the responsibility of the trainee; however, employers have the option to pay some or all of the traineeship fees. The fees are currently calculated at $1.60 per nominal hour. Each unit of competency chosen has a nominal hour value which is totalled on the student’s training plan. The student contribution fee is payable prior to enrolment or via an agreed payment plan.

Student Contribution Fees

  • Student Contribution Fees are a Participant’s contribution to the cost of tuition.
  • The PQS must detail its fees and charges policy, including full costs method of collection, refunds, and exemptions prior to enrolment and provide access to this written policy to Apprentices and Trainees.
  • The PQS must retain evidence of fees collected as well as evidence of Participants who have been deemed as totally or partially exempt from the payment of Student Contribution Fees.
  • Student Contribution Fees under the User Choice program in 2013 are set at $1.60 per nominal hour for each Unit of Competency/Module to be calculated at the commencement of the Unit of Competency/Module. Student Contribution Fees are adjusted annually and all PQS will be informed by the Department of any changes to the Student Contribution Fees.
  • The PQS must not charge Participants or their Parent more than the Student Contribution Fee amounts contained in this Policy except as required periodically by the Department.
  • The PQS may only charge less than the Student Contribution Fee if in accordance with sections 2.6.2 or 2.6.3 of this Policy.
  • When the Participant converts from a School-based Apprentice or Trainee to a full time or part time Apprenticeship or Traineeship the Participant must be charged the Student Contribution Fee for training and assessment for any Units of Competency not yet commenced.

Partial Exemption—Tuition Fees

The PQS must charge 40 per cent of the Student Contribution Fee where the Participant falls into one or more of the following exemption categories:

  • The Participant was or will be under 17 at the end of February in the year in which the PQS provides training, and the Participant is not at school and has not completed year 12;
  • The Participant holds a health care card or pensioner card issued under Commonwealth law, or is the partner or a dependant of a person who holds a health care card or pensioner concession card, and is named on the card;
  • The Participant issues the PQS with an official form under Commonwealth law confirming that the Participant, his or her partner or the person of whom the Participant is a dependant, is entitled to concessions under a health care card or pensioner concession card; or
  • The Participant is an Aboriginal or Torres Strait Islander person. Acceptable evidence is as stated on the Training Contract and AVETMISS VET Enrolment Form.

Full Exemption – Tuition Fees

The PQS may apply full exemption from the Student Contribution Fee where the Participant falls into one or more of the following exemption categories:

  • Where payment of the student contribution fee would cause the Participant extreme financial hardship, then the PQS may exempt the Participant from these fees.
    • i. The exemption process should be in place at the time of the Participant’s enrolment.
    • ii. For 2.6.3(a) of this Fees and Charges section, the PQS must have a reasonable internal process to manage an appeal from a Participant about the outcome of the Participant’s application under financial hardship.
  • Where the State, as represented by the Departmental officer responsible for the User Choice budget, advises in writing that fees are optional. On receipt of such advice, the PQS may exempt the Participant from the Student Contribution Fee. Any exemptions granted by the PQS do not create a liability for the Department. The PQS may not apply for reimbursement by the Department of fee revenue foregone. Refer to the User Choice 2010 – 2015 Qualification and Price List as published on the Department’s training website (www.training.qld.gov.au/training-organisations/user-choice) for information on where fee exemptions are applicable.
  • The PQS must apply full exemption from the Student Contribution Fee where the Participant falls into one or more of the following exemption categories:

    • Where credit transfer/national recognition has been applied to a Unit of Competency/Module.
    • Where the Participant is a School-based Apprentice or Trainee.

Refund Policy

The PQS must have a refund policy that meets the requirements of the Standards for NVR RTOs. This policy must also include:

  • the provision for full refunds to Participants for Student Contribution Fees charged for training delivery that has not commenced at the time of the cancellation of enrolment
  • the provision of proportionate refunds where the Participant has withdrawn from a Unit of Competency/Module; and
  • the provision of refunds to employers/industry for additional charges paid beyond the Participant and government contributions
